WIP & KPI

Weekly work-in-progress tracking (ethWIP*) and the KPI engine (ethKpi*). WIP updates are captured per job and supervisor, snapshotted weekly, and emailed to clients; KPI measures are evaluated against job status durations sourced from Prime status history.
